Have Google Ads or any other similar Ad publishing ? This is the strategy I use to target audience and gain more RPM from the targeted audience. There are different Black Hat SEO out there that can bring you a lot of audience, but let me tell you, all of those money you will make will all go waste. Your publisher accounts will be rejected/disproved and finally all those efforts are of no use. When I started writing posts I could only gain traffic from my country(India) where the earnings you make is very low.

Before going ahead you need to know a few things on what basis is your revenue built.
RPM (Revenue Per Million)
Revenue you earn per 1 million views, since we are taking Google Ad Sense here this is the how RPM is calculated.
CPC (Cost Per Click)
Cost per click is the amount you get paid for a click on the ads you publish by the viewer.
CTR (Click Through Rate)
Click through rate is the number of clicks you get on the ads you published per 1000 views.
Ad Placement
Ad placement is very important,as it will reflect the CTR, RPM and CPC. Do not fill or stuff your blog/Site, avoid all the pop up ad sense, I bet you will find pop ads annoying if you were the viewer, keeping that in mind place ads within the content and on top of the templates(leader boards).
If you place ads within the content, it will hike the CTC and CTR as the ads showing are more relevant to the content. Imagine I write an article about hosting and I place ads within the content, when Google starts showing ads related to the content the chances of getting clicks are comparatively more comparing to the clicks you would have got placing ads in the side bar.
How to target Audience.
Targeting audience was something I was completely unaware of, When I figured out that I am getting more RPM from certain regions like USA, Canadian visitors precisely gives me more RPM, I started targeting audience from those regions. That is when I started using Google trends. Google trends is a very simple, just like the name suggests it give you information about the latest search engine queries across the globe and yes you was given the option to narrow down your audience based on the niche and location.
As you see, I can choose the region to find out the leading search queries. So if you are planning to write something about technology targeting US visitors, in the categories choose Sci/Tech and region the desired one, in this case United States.
So how does this really help? This is how, When you can get the latest news on the niche you are writing about in the blog, you can easily write about and bring viewers from that regions. The best thing about this strategy is that you wont be just shrinked down to a single region, you will still gain traffic from other regions too.
In my case, most of my articles are related about technology and Internet, when I target the viewers from USA, they are the first ones to find out the grossing ones, this will bring me traffic from US first later other regions following up.
